
Rs 40 crore revenue evasion in Chassi
“Show Cause Notice to Chief Executive Officer Tauhidul Islam”

Chittagong City Corporation (CHSIC) has been accused of evading revenue of around Tk 40 crore by ‘rubbing’ the tax assessment of two holdings. The mayor has issued a show cause notice to Chasik Chief Executive Officer (CEO) Sheikh Muhammad Touhidul Islam due to neglect of duty. martyrdomHussain. This notice was issued by the mayor’s office on October 27 (Monday). The notice calls for a written reply within 15 working days.
According to the notice, the amount of tax has been reduced from 25 crore 67 lakh 4 thousand 750 taka to 5 crore 67 lakh 4 thousand 750 taka in the annual assessment of the fiscal year 2017-18 in holding No. 515/A/594 of Ward No. 41 of Chasik.

On the other hand, holdings No. 318/331 of Ward No. 38 were also irregularly treated in the same manner. There original assessment was Tk 26 crore 38 lakh 19 thousand 250, which is shown in field book as Tk 6 crore 38 lakh 19 thousand 250. Later the board fixed the final tax at just 2 crore rupees.
Document review revealed that the matter of irregularity is on May 28, 2023was raised with the authorities. However, Sheikh Muhammad Tauhidul Islam did not take any effective action regarding the complaint while serving as the Chief Executive Officer till September 5, 2025. No initiative has been taken to identify the culprits, file an investigation report or reassess the tax.
“Due to prolonged inaction, the Corporation has been deprived of huge revenue and timely punishment of the culprits,” the notice said.It was not possible to give. This is clear evidence of dereliction of duty under Section 62(2) of the Local Government (City Corporation) Act, 2009.”
According to Chasik’s documents, authorities received the investigation report after the CEO left work on September 6 for training. Later action was taken against the concerned and the said assessments were re-reviewed and directions were given for assessment of tax.

“The Chief Executive Officer is directed to show cause within 15 working days of receipt of notice regarding such dereliction of duty.”
A senior Chasik official said on condition of anonymity, “Such irregularities in the two holdings are unprecedented. As a result, the corporation has directly lost revenue of around Rs 40 crore. The matter has raised questions in administrative circles.”
