Inauguration of internal boro paddy collection in Dumuria upazila of Khulna district is an important administrative activity. This program usually starts every year in the middle of May in the presence of local public representatives and food department officials.

Every year paddy is purchased directly from the farmers according to the target set by the Agriculture Department and the Food Ministry.
Selection through App: As per current government rules, only registered farmers who win the lottery through the 'Farmer's App' get the opportunity to sell their paddy in warehouses.
The moisture content of rice should be within 14% maximum. Good quality paddy should be clean, nutritious and free from blemishes. The price of paddy is directly deposited into the farmer's bank account.
"Before bringing the paddy to the warehouse, make sure that your name has been selected in the lottery and that the moisture level of the paddy is at the right level. This will save you time and travel costs."
Dumuria Upazila Nirbahi Officer Miz Sabita Sarkar said ensuring transparency: He emphasized that any kind of irregularity or interference by middlemen (brokers) in the procurement of paddy will not be tolerated. It will be ensured that only genuine farmers can sell paddy in warehouses.
He advised the farmers to thoroughly dry and clean the paddy and bring it to the warehouse. He gave strict instructions to keep the moisture content below 14% so that the paddy would stay good for a long time.He asked the food officials to keep a watchful eye so that the farmers selected through the Farmer's App or lottery can deposit their paddy without any harassment.
He assured the farmers that the price of paddy would go directly to their bank accounts, so there would be no risk in financial transactions.
At one point in the speech, he said: "Government is determined to pay the right price of paddy to the farmers. Bring the paddy directly to the warehouse. There is no need to come through any broker. If any official or person tries to harass you, report it to the administration immediately. We want every genuine farmer in Dumuria to benefit from this service."
Empowering Marginal Farmers: If a farmer gives more paddy, the warehouse target is met faster. Small and medium farmers do not get a chance in this. Fixing this limit allows more genuine farmers to take advantage of government prices.
This 'one ton' or fixed ceiling is used to ensure that big traders cannot use the name of the farmer to put too much rice in the warehouse.
Lottery is conducted among farmers registered in 'Krishak App'. After winning the lottery, a farmer can pay his allotted amount of paddy (usually 1 ton or less).
The farmer's agricultural card or national identity card is used to confirm whether the same person is donating paddy more than once. Paddy is received only if the weight and moisture content (14%) are checked correctly at the time of delivery to the warehouse.
The Upazila Nirbahi Officer (UNO) in his opening remarks often reminded the farmers to keep the paddy dry and ready and not to be harassed by bringing extra paddy beyond the lottery quota.
After the meeting he planted trees in the godown.
