
Bureaucrats have to assume the role of servants, not rulers—-speakers

Bangladesh National Parliament Speaker Hafiz Uddin Ahmad Bir Bikram, MP said that the role of District Commissioners is significant in establishing democracy in the country. Because in every national election the District Administrators perform the duty of Returning Officer. He said that the election system was unprecedentedly corrupt and flawed during the autocratic regime of the Awami government for the past 16 years. District administrators can play a strong role in making the overall election process of the country free and fair, including the National Assembly elections.
He said, to make democracy meaningful, the bureaucracy of the state should play its proper role. In the days to come bureaucrats will have to assume the role of servants rather than rulers.
He said these things in his speech as the chief guest at the ‘District Administrators Conference 2026’ organized by the Cabinet Department at the oath chamber of the National Parliament today.
Speaker Hafiz Uddin Ahmad Bir Bikram said that the people of Bangladesh are very pro-democracy. Democracy has returned to the country after many bloody sacrifices of common people. In every democratic movement of the country from 1971 to 2024, the sacrifice of common people is unique in the establishment of democracy. He said, Bangladesh in 1971 bears the identity of infinite courage and self-sacrifice of the Bengali nation.
Barrister Md. Golam Sarwar Bhuiyan, secretary of the National Parliament Secretariat, delivered the welcome address at the beginning of the program. Deputy Commissioner of Rangamati district Miz Nazma Ashrafi, Deputy Commissioner of Bogra Md Taufiqur Rahman and Divisional Commissioner of Rajshahi A, N, M Bazlur Rashid gave speeches on behalf of the District Commissioners. Cabinet Secretary Nasimul Gani gave a speech of thanks.
Parliament Deputy Speaker Barrister Kaiser Kamal MP said Parliament is the heart of democracy. Democratic debate does not weaken Parliament, but strengthens it. The executive branch implements the laws made by the parliament.
Jatiya Sangsad Chief Whip Md Nurul Islam Mani MP said that the District Administrators work as a bridge between the government and the people. The role of District Commissioners in field administration is meaningful in implementing central policies and programmes.At this time, the Speaker participated in the photo session after exchanging views with the District Commissioners and Divisional Commissioners of various districts.
Deputy Commissioner, Divisional Commissioner along with senior officials of Jatiya Sangsad Secretariat and Cabinet Department were present on the occasion.
